I have a pimple that doesn’t pop out all the way, it’s kinda halfway betwwen the inside and outside?

What is the best way to treat these kind of Pimples? i think it’s because of the blush i wear? has anyone ever got these kind of pimples?Please help! I need all the details i can get!
